The
duties of the Center are training our country’s
cadres and common sailors of a fishing vessel, improving
the techniques of the fishery, and promoting sailors’
quality in order to cooperate with our country’s
demands of the fishery development. In addition,
due to the International Maritime Organization (IMO)
had approved the International Convention on Standards
of Training, Certification and Watch keeping for
Fishing Vessel Personnel (STCW-F) in 1995, the Center
has conducted all kinds of trainings of the fishing
vessel’s sailors. 1.
Promote the quality of the fishing vessel’s sailors
and recruit the fishery manpower.
In recent years, our country’s
fishery has promptly developed. Not only the amount
of fishing vessel’s sailors is unable to meet the
demand, but also the quality of them fails to cooperate
with the developing requirements of the fishery
modernization. Besides, our country’s economic development
progresses rapidly. It is easy to work on the land;
therefore, gradually, there are less and less persons
willing to work on a fishing vessel. For this reason,
the fishery manpower is insufficient and the fishery
working persons are obviously getting old day by
day. In order to cooperate with the government’s
policies and the fishery demands, the Center intensively
manages all kinds of trainings and increases various
modern fishery vessels and turbines as the training
facilities of the simulating education. At the same
time, the Center lays stress on the practical training
in order to train high quality cadres and common
sailors of a fishing vessel to resupply the insufficiency
of the fishery manpower. |

| 2.
Avoid the fishing vessel’s detention due to transgressions. |
| The Center
strengthens the lectures of fishery laws and decrees
and the regulations of the International Convention
on the Law of the Sea to each class’s trainees,
including overseas working notices, fishery present
situations, the related regulations of the international
fishery cooperation, the international regulations
to the natural resources, the cadre sailors’ leadership,
the disciplinary regulations of the involved smuggling
fishing vessels and sailors, etc. It makes the trainees
observe the laws and discipline. Simultaneously,
the training emphasizes the significant loss when
a fishing vessel is detained because of transgression
of the law. In order to avoid the fishing vessels
being detained abroad, the training also analyzes:
why is the fishing vessel detained, the precautions
of avoiding detention, and how to deal with the
contingency of the fishing vessel’s detention. |
| 3.
Avoid disputes and bloodsheds on the fishing vessels
on the sea |
| Special
topic lectures and leadership courses are arranged
for each cadre sailor’s training class. The theory
matches up the demonstrations to teach the leadership
that the cadre sailors shall possess. Besides, the
class explicitly analyzes the leadership tricks,
getting along with people and communication of a
fishing vessel’s cadre sailor in order to make the
trainees obtain experiences from the demonstrations
and apply them on the practical situations of sailor
management. It is anticipated enhancing the psychological
development of the cadre sailors in order to promote
the ability of leadership and to avoid disputes
and bloodsheds on the fishing vessels on the sea. |
| 4.
Avoid shipwrecks of fishing vessels. |

| In order to cooperate with
regulations of the International Maritime Organization’s
‘Torremolinos Protocol 1993 of the Torremolinos International
Convention for the Safety of Fishing Vessels’, which was
approved in 1977, and ‘the International Convention on
Standards of Training, Certification and Watch keeping
for Fishing Vessel Personnel’, the Center carries out
each individual disaster defense training, such as lifesaving
on the sea, vessel’s fire extinguishments, first aid and
life raft demonstration, etc., to the sailors of the fishing
vessel to strengthen fishermen’s emergency abilities of
the shipwreck. The training especially emphasizes on the
practical operation and regular drill in order to safeguard
the fishing vessels’ sailors’ lives on the sea. |
| 5. Execute
the assessment of the natural resources and the statistics
of catches. |
| In order to cope with the
coming era of the management fishery and to fulfill the
responsibility of the fishery country, the Center is aimed
at our country’s major fish species of the pelagic fishing
to proceed with the assessment of the general situation
and the research of the development of the natural resources.
The catch statistics is the foundation of the research
and management of the natural resources. Under the system
of the fishery responsibility, it is also the essential
obligation of a fishery country. The Center is also aimed
at our country’s pelagic fishing to proceed with the planning
and improvement of the catch statistics system in order
to be the scientific bases of the natural resources’ assessment
and fishery management. In addition, it is the interchange
foundation of each high seas countries and international
organizations. |
