||The database for estimating the greenhouse-gas emissions from fishing crafts is strengthened in this project to improve the estimating programming system. The basic information and fuelling information of fishing crafts in 2009 are sorted and added to the database. New database are established for the buying-back of fishing vessels as well as the records of fishing vessels participated moratarium on fishing.
??? The 2009 GHG inventory from fishing crafts is established according to the emission factors suggested by IPCC 2006. The fishing-fuel consumption is 881.3 ML, while the GHG emission from fishing crafts is 2,364.2Gg in the year of 2009. Statistics of annual fishing fuel consumption per boat, fuel consumption per unit horsepower, fuel consumption per unit hour of leaving harbor are compiled for fishing crafts of different categories. The prime cost of fishing fuel per unit catch value and the energy efficacy of fishing are also computed for different fishery categories.
??? The numbers of fishing crafts with annual hours of leaving harbor at different ranges of the average value of its own category are analyzed with the annual fishing fuel consumption per boat, fuel consumption per unit horsepower, fuel consumption per unit hour of leaving harbor.
??? The age distribution and 2009 annual fishing fuel consumption are analyzed. The reduction of annual GHG emissions from fishing crafts are estimated for buying-back all fishing crafts over?the age of different specific value.

Fast-calculating correlating equations are established for the decrement estimation of fuel consumption of each fishing craft and fuel consumption per unit horsepower of specific fishery and tonnage categories. This maybe used as the decrement estimation of GHG emissions at the early stage of fishing vessel buying-back planning.
????Programming for pre-estimation of fuel consumption decrement is also established for the buying-back of fishing vessels, as well as the moratorium on fishing. The inquiry interfaces and web-pages are established for the decrement estimation of fishing-fuel consumption GHG emissions during the administrative work for fishing vessel buying-back and the moratarium on fishing.
